The Behavioral Health Improvement Plan shall cover a span of six years and include the following minimum elements:

A. A narrative section describing the existing state of, and future vision for, the behavioral health system in Pierce County;

B. A listing of goals and policies intended to inform and guide behavioral health system development and improvement;

C. An inventory of known behavioral health programs and services within Pierce County, describing generally for each program or service the type of service provided, the geographic reach of the service, the number of clients served, the characteristics of those receiving services, and the primary sources of funding;

D. A forecast of behavioral health needs over the next six years, noting any deficiencies between existing programs and services and future needs;

E. A six-year plan that prioritizes based on cost-effectiveness expenditure of County-directed behavioral health resources, including any resources raised by the Behavioral Health and Therapeutic Courts Tax, with a focus on early intervention, crisis services, and services for justice-involved populations;

F. Relevant performance and outcome measures for identified objects of expenditure must be included within this plan component; and

G. A narrative section describing any data access challenges or limitations, including the organizations and entities that could help address those challenges or limitations.

Once complete, the Plan shall be submitted to the County Council for review and adoption by ordinance, separate from any appropriation ordinance. The Plan shall be updated biennially, and those biennial updates shall also be submitted to the Council for review and adoption in the same manner.
