This Title is intended to assist in the implementation of the Comprehensive Plan for Pierce County and to help achieve the goals and objectives of the Land Use and Capital Facilities elements, which address impact fees "for schools, parks, and, if appropriate, roads." This Title provides for an impact fee on new development within unincorporated Pierce County, to assure that new development bears a proportionate share of the cost of capital expenditures necessary to meet the demands for County public facilities related to the new development, including school facilities, park system facilities, and roads.

Payment of any schools, parks and/or traffic impact fees imposed under this Title shall be sufficient to satisfy the relevant County requirements for system improvements for schools; parks; and traffic.
