A. Pierce County shall have no liability for and may not enforce any privately financed debt under this Chapter, nor use public funds to fund or repay any loan under the Program. No Section under this Chapter may be interpreted to pledge, offer, or encumber the full faith and credit of Pierce County. No local government located within, or partially within, Pierce County may pledge, offer, or encumber its full faith and credit for any amount through the Program.

B. No employee or elected official of Pierce County, including members of the Pierce County Council, the Executive, or the Assessor-Treasurer, shall have any personal liability as a result of exercising any rights or responsibilities under this Chapter.
