No County road improvement district shall be created unless all or some of the property owners within a proposed road improvement district first enter a written agreement to provide the moneys necessary to create a guaranty fund to ensure payment of interest to purchasers of the road improvement bonds unless said guaranty fund is created and funded by Pierce County. The decisions of whether or not Pierce County shall participate in said fund shall be made by the Pierce County Council or as delegated from time to time.
