The Storm Drainage and Surface Water Management Advisory Board shall elect its chairperson and vice-chairperson from among the appointed members. The Board shall appoint a secretary who need not be a member of the Board. The Board shall adopt its own standard operating procedure for conducting Board business; provided, that such procedure does not conflict with State statute, County resolution or ordinance.
