Five members of the Board shall constitute a quorum at all meetings. All actions of the Board shall be determined by a majority vote at a meeting of which a quorum is present. The Board shall hold not less than one regular meeting in each month; provided, that if no matters over which the Board has jurisdiction are pending, a meeting may be canceled.
