For the purpose of protecting the life, health, safety, welfare and convenience of the inhabitants of Pierce County, it is necessary to establish rules and regulations pertaining to the collecting of garbage, and the disposal thereof; providing for a registration and inspection fee; and prescribing penalties for its violation.
