The Pierce County Human Services Department, in consultation with the Behavioral Health Advisory Board established in Chapter 2.51 PCC, shall be responsible for developing a Behavioral Health Improvement Plan that meets the minimum requirements of this Chapter. The first Behavioral Health Improvement Plan shall be developed within nine months of enactment of this Chapter.
