Any violation of PCC 6.04.010, 6.04.020, or 6.04.050 is unlawful and shall constitute a Class 3 civil infraction pursuant to Chapter 1.16 PCC. Provided, that if the person presents evidence of a valid license to the District Court, the citation shall be dismissed without cost, except that the court may assess court administration costs of $25.00 at the time of dismissal.
