This Chapter is necessary to the peace, health, safety, and welfare of the people in Pierce County and has as its purpose to provide for the humane care and treatment of animals; to provide for the control and regulation of facilities and kennels; to prevent nuisances; and to prevent endangerment of the health and safety of the public.
