The Executive or designee is authorized to promulgate and adopt rules and procedures for purchasing, leasing, and contracting for all supplies, materials, services, and equipment for all departments of the County and the operation procedures of purchasing stores, supplies, and mail departments and to implement such forms, processes, and procedures as necessary to comply with the provisions of this Chapter.
