The Commission shall have the following responsibilities and powers:

A. Study problems and issues affecting the refugee and immigrant communities in Pierce County and provide written recommendations to address those problems and issues. The Commission shall develop its recommendations by working with community partners, County departments and branches of government, County commissions and boards, local governments of Pierce County, and state agencies that engage in refugee and immigrant assistance.

B. The Commission may recommend actions to educate the refugee and immigrant communities in Pierce County about available resources and opportunities that may benefit their communities.

C. The Commission may promote recognition of the contributions of foreign-born residents to the Pierce County's economic, cultural, and civic life.

D. If requested by the Executive or Council, the Commission may collaborate with, assist, and make recommendations to any public officials, jurisdictions, departments, public or private organizations, community groups or other individuals or entities regarding the development and implementation of programs, services, and practices specific to the purpose of furthering refugee and immigrant access to and participation in Pierce County's economic, cultural, and civic life.

E. The Commission may hold community meetings, consult with other County commissions, boards and committees, public agencies, civil rights organizations, representatives of employers, labor unions, faith-based institutions, professional associations, community organizations concerned with and advocating for immigrants and refugees, social welfare organizations, and any other associations, organizations, and institutions as directed by the Council or as the Commission shall deem advisable.

F. The Commission shall develop an Annual Workplan and an Annual Report of each previous year's work. The Annual Report shall include a summary of Commission accomplishments and challenges, as well as recommendations on how the County can continue to develop and implement programs, services, and practices specific to the purpose of furthering immigrant and refugee access to and participation in Pierce County's economic, cultural, and civic life. The Annual Workplan and Annual Report shall be delivered to the Council by April of each year.
