This Chapter is not intended to create, otherwise establish, or designate any particular class or group of persons who will or should be specially protected or benefited by its terms. It is the specific intent of this Chapter that none of its provisions are intended to impose any duty whatsoever upon the County, its elected officials, or employees. Nothing contained in this Chapter is intended, nor shall it be otherwise construed, to form the basis of any liability on the part of the County, its elected officials, employees, or agents, for any act, omission, injury or damage. This chapter is not intended to expand or restrict the rights of disclosure or privacy as they exist under State and Federal law. Despite the use of any mandatory terms in this Chapter such as "shall" or "will," nothing in this Chapter is intended to impose any mandatory duties upon the County beyond those imposed by State and Federal law.
