PPW shall prepare a staff report on each proposed amendment. The staff report shall be transmitted to the Planning Commission and the applicant before the public hearing. Each staff report shall contain, at a minimum, the following information:

A. Any factual findings of PPW;

B. Any factual findings that a development regulation or amendment to a development regulation would result in an incompatible use that would restrict a military installation's ability to carry out its mission requirements as described by RCW 36.70A.530;

C. Any comments received on the request;

D. The environmental assessment or copy of any environmental determination or final environmental impact statement; and

E. PPW recommendations on the amendment.
