A. General. These Regulations shall apply to all new and expanding public water systems or improvements to existing systems in Pierce County with the exception of municipalities operating within their own corporate boundaries. If municipalities extend water service to customers outside of city limits, the design standards adopted by the municipality for service in the unincorporated area shall meet the minimum standards of this Section. The water purveyor may adopt more stringent regulations for the design and construction of water systems in the water purveyor's designated water service area, provided said service area is approved by the Department of Health and by the Pierce County Department of Planning and Public Works (PPW).

B. Utility Plans and County Land Use Plan. Land use designations that determine minimum standards shall be those identified in the adopted Pierce County Comprehensive Land Use Plan and implementation ordinances. These land use designations shall be identified in a purveyor's water system plan, and the purveyor shall use the land use designation for their service area when establishing design requirements and when planning and implementing capital improvements.

The purveyor shall prepare a plan and a program of capital improvements needed to provide the anticipated level of service within each land use area in its service area. When the purveyor receives a request to expand water service, it should identify that portion of planned capital facilities that are needed to provide the service requested.
