The purpose of this Chapter is to avoid impacts arising from land development and other activities affecting wetlands, and to maintain and enhance the biological and physical functions and values of wetlands with respect to water quality maintenance, stormwater and floodwater storage and conveyance, fish and wildlife habitat, primary productivity, recreation, education, and historic and cultural preservation. In appropriate circumstances it may be necessary to minimize, rectify, reduce, or compensate for wetland impacts. When wetland impacts occur, mitigation will be required to achieve no net loss of wetlands in terms of acreage, function, and value.
