The amount of compensation as determined by the Pierce County Council according to the designations above must be paid as a condition precedent to the vacation of any County right-of-way. Compensation for appraised value may, however, when it is in the best interest of the County, include real property of equivalent value to the right-of-way being considered for vacation.
