All employment positions which do not have their salary set by State law or Charter language shall be part of a comprehensive classification plan established by the Human Resources Director which provides for the grouping of positions into a system of classifications; the description and minimum requisite qualifications of positions in class specifications; assignment to a salary range; rules and procedures which provide for maintenance of the plan in a current status. Each employment position shall be classified by the Human Resources Director and allocated or reallocated in accordance with the difficulty and responsibility of its designated duties, internal equity, and external market. The Human Resources Director may add, delete, or revise the classification pay plan with the written approval of the Executive within budgeted funds, excluding elected officials and employees of the Council.
