Noncommercial signs are permitted anywhere that commercial signs regulated by this Title are permitted, subject to the same regulations applicable to commercial signs. Noncommercial messages may substitute for commercial messages, in whole or in part, for any signs regulated by this Title; provided, that the sign is not prohibited and the sign complies with all requirements of this Title.
