The County shall require that users apply AKART for wastewater discharged to the POTW. The Manager may include limits reflective of AKART, in addition to local limits, in permits or other approvals when such AKART limits are more stringent than local limits, more appropriate than local limits, or when pollutants do not have specific local limits established. The Manager may establish treatment standards, technologies, and/or management practices for specific dischargers or categories of dischargers in interpreting this requirement.
