The following definitions apply to this Chapter:

"Area of Racing Activity" means any specifically described area, private or public, contained in a Stay Out of Areas of Racing Order. The perimeter of the Area of Racing Activity shall be clearly defined and shall include all real property contained therein, where unlawful race events, speed exhibitions, vehicular traffic attendant to such activities, or other activity associated with street racing offenses confirms a pattern associated with street racing activities. The area may include the full width of streets, alleys and sidewalks on the perimeter, common areas, planting strips, parks and parking areas within the area described.

"SOAR" is an abbreviation for "Stay Out of Areas of Racing."

"Speed Exhibition" means the operation of a motor vehicle to present a display of speed, maneuverability, or power. "Speed Exhibition" includes, but is not limited to, rapid acceleration, rapid swerving or weaving, drifting, producing smoke from tire slippage, or leaving visible tire acceleration marks on the surface of the highway or ground.

"Stay Out of Areas of Racing Order" means any written order by any court of competent jurisdiction that enjoins a person from entering or remaining in a designated area of racing activity.

"Unlawful race event" means an event wherein persons willfully compare or contest relative speeds by operation of one or more motor vehicles or engage in a speed exhibition.
