A. The Corrections Bureau may contract its jail services with outside agencies for multiyear terms. The contracts must establish rates that cover the costs of incarceration and may establish other criteria including, but not limited to, the minimum and maximum number of inmates to be contracted for, types of prisoners that will be taken, and any other requirements that the Corrections Bureau deems necessary for the safe and efficient operation of the jail.

B. Emergencies. The Corrections Bureau may contract with outside agencies to provide jail services during emergencies experienced by the contracting outside agency. The contracts must establish rates and other criteria necessary to address the emergency. The duration of such emergency contract shall have a reasonable relationship to the needs of the parties and the duration of the emergency.
