A. There is established a Boating Advisory Commission composed of seven members appointed by the County Executive and confirmed by the County Council for the purpose of advising the Sheriff, the Executive, and the Council on matters relating to boating conditions and safety. The Boating Advisory Commission shall:

1. Serve as a continuing advisory board;

2. Review County watercraft regulations to determine adequacy and consistency with Coast Guard and other federal regulations;

3. Recommend amendments to this Chapter, Watercraft Regulations;

4. Hold meetings and receive public input as necessary and appropriate on matters coming before them; and

5. Conduct at least one public meeting in March to receive public input, provide updates on water regulations, and provide water safety information in anticipation of the summer's boating season, and at least one public meeting in October to receive public input regarding the previous summer's boating season, and report and provide recommendations to the Sheriff, the Executive, and the County Council regarding issues of public concern.

B. Members appointed after September 1, 2004, shall serve 4-year terms or until their successors are appointed and confirmed. No member of the BAC shall serve more than two consecutive full terms. Vacancies shall be filled for expired terms as soon as possible in the manner in which members of the Commission are regularly chosen. Commission members shall not receive a salary or other compensation for their services. The Sheriff or designated appointee, a member of the Sheriff's Office, shall be the Chair of the Commission and shall furnish from regular staff the necessary staff support and materials required by the Commission. The Chair shall have the power of one vote only in such cases where the vote of the Commission is tied.

C. All members of the Boating Advisory Commission shall meet one or more of the following requirements:

1. Reside at or own a property with access to a body of water in Pierce County.

2. Own a boat registered in Pierce County.

3. Have professional experience in a marine services or water recreation related industry.

4. Demonstrate a history of participation in non-motorized watercraft recreation such as, but not limited to canoeing, dragon boating, kayaking, paddle boarding, or rowing.

D. In addition to the Boating Advisory Commission membership requirements listed in subsection C of this Section, at least three members shall reside at or own a property with access to Lake Tapps.
