For the purpose of evaluating equipment, materials or procedures, or to meet any temporary emergency condition, the Health Officer may, consistent with the public health and safety, permit the use of materials, equipment and procedures not specifically prescribed by this Chapter or rules and regulations established in accordance herewith.
