The Solid Waste Division of the Utilities Department shall submit a report to the Executive and Council on an annual basis. This report shall include, at a minimum, a description of the procurement program for recycled paper and paper products, and an analysis of the ability of the program to meet the goals set forth in Section 8.26.030.
