All watercraft while lying at any dock or wharf in the County shall, except when loading or unloading, be breasted off from such dock or wharf at least six feet and so remain; and while so remaining metal rat guards shall be placed and kept on each and every line or spar passing from such watercraft to such dock or wharf.
