A nuisance does not become legal by lapse of time. The responsibility established in PCC 8.08.060 runs with the land and shall be binding on all parties having or acquiring any right, title, interest, or any part thereof of the site, including the grantor, heirs, successors, and assigns. Every successive owner of the property or premises shall assume this duty and responsibility.
