Every landowner has a duty to: maintain his or her property in a lawful manner and free of public nuisances; exercise reasonable diligence to ensure that his or her property remains free of public nuisances; and ensure that no other person can cause or contribute to a public nuisance on his or her property. It is not a defense to this Chapter that other persons may have caused or contributed to the nuisance.
