Acquisitions of public water systems by the Water Utility shall require approval on an individual basis by the Pierce County Council by separate ordinance. For each public water system proposed for acquisition, the Planning and Public Works Department shall prepare a business case analysis with adequate information to allow the Council to determine if the acquisition of the public water system is in the financial interest of the Water Utility and in the public interest.
