A. The traffic impact fee schedules in this Chapter are generated from the formulas and methods for calculating impact fees set forth in the Rate Study, which is incorporated herein by reference. Except as otherwise provided for by independent fee calculations in PCC 4A.10.090, inapplicability or exemptions in PCC 4A.10.010, and credits in PCC 4A.10.100, all new developments in the County will be charged the traffic impact fee applicable to the type of development.

B. Separate fee rates are established for various types of residential, commercial and industrial land use types based on traffic generation and impact on roads.

C. Any changes to impact fees shall be brought forth by ordinance following adoption of the County Capital Facility Plan and any review of impact fees pursuant to PCC 4A.10.130.

D. Effective January 1, 2021, the traffic impact fee schedule shall be adjusted annually according to the change in the Construction Cost Index (20-City Average) published by the Engineering News Record using February 2017 as the base value. This adjustment shall occur automatically on February 1 of each year unless otherwise determined by ordinance of the Council. In addition, the Department of Planning and Public Works shall prepare an annual report on the changing costs of engineering, right-of-way, and construction of County roadways. This report shall provide an overview of the change in costs for the prior 12-month period and shall be forwarded to the Council for consideration. If this report indicates that the change in costs substantially exceed that which is reported by the Construction Cost Index, the Council may elect to adjust the traffic impact fee schedule to better reflect these cost increases.

E. One hundred percent of the traffic impact fee funds collected from development occurring on Anderson Island and Ketron Island shall be expended for ferry system capacity improvements or in support of capacity improvements to Steilacoom-Dupont Road. Any allocation of funds to Steilacoom-Dupont Road shall be in partnership with other funding contributors such as the City of Dupont pursuant to an interlocal agreement.

F. The traffic impact fee rate (cost per trip) for TSA A includes funding to provide local funds to support capacity improvements within the SR-302 corridor or other similar capacity improvements. That portion of the traffic impact fee rate for TSA A exceeding $163.72 per trip shall be reserved within the account for TSA A to support said capacity improvements. This base rate shall be adjusted annually following the procedure set forth in PCC 4A.40.020 D.
