Employer/employee relations shall be maintained and conducted in a manner which assures the rights of employees and at the same time ensures the orderly process of governmental operations. Department directors may allow authorized agents of a certified bargaining unit (union) to utilize a reasonable amount of available space on bulletin boards for transmittal of information subject to approval by the Human Resources Director. Such authorized agents may also have reasonable access, as determined by the Human Resources Director, to other bargaining unit members in County offices for transmittal of the information, adjusting disputes, and ascertaining compliance with the collective bargaining agreement. Such access shall be limited to periods before work, after work, during lunch breaks, or other times as provided by collective bargaining agreement as long as the work of County employees and the service to the public is unimpaired. Prior to making contact with members in County offices, such authorized agents shall make arrangements with the department director.
