The members of the SWAC shall annually elect a Chair and a Vice Chair following a process established in its Rules of Procedure. In lieu of a Secretary, the Director of the Department of Planning and Public Works (or designee) shall appoint a staff person to perform all traditional ministerial functions associated therewith. This staff person shall not be a member of the SWAC.
