The Commission shall elect its Chair and Vice-Chair from among the appointed members. The Commission shall appoint a Secretary who need not be a member of the Commission. The Planning and Public Works Director shall propose to the Planning Commission rules and procedures which are necessary for conducting public hearings and Commission meetings. Such rules may be adopted by a majority vote of the Planning Commission. The Planning Commission may also adopt rules governing its own internal affairs. No rule or procedure adopted by the Commission governing its hearings, meetings, or internal affairs shall be in conflict with any Federal, State, or County law.
