The Board shall serve in an advisory capacity to the Parks and Recreation Department, Executive, and Council. The Board shall assess Pierce County park and recreation facilities and services. In the performance of its duties the Board shall:

A. Provide general advice to the Director of the Parks and Recreation Department.

B. Assess existing and proposed facilities, services, and programs.

C. Identify unmet needs and offer recommendations for meeting needs or improving services or programs.

D. Assist the County in identifying funding sources and securing funding for the County's parks and recreation programs.

E. Assist the Parks and Recreation Department in communicating park and recreational needs, services, and programs to the public, governmental agencies, the Executive, and the Council.

F. Provide recommendations regarding park and recreation comprehensive plans, park, recreation and open space plans, trail plans, individual park master plans, park capital facility projects, and budget priorities.

G. Provide semiannual reports to the County Council describing the Board’s accomplishments, challenges, and recommendations.

H. Work Groups may be formed to address specific topics or issues. Each Work Group will be chaired by a Parks and Recreation Citizens' Advisory Board member and will be comprised of members from specific user groups, community members and other interested parties. Each Work Group will have four to seven members and will be discontinued after a recommendation has been reached addressing a specific topic or issue. All recommendations by a Work Group shall be presented to the Board for consideration.
