Annually, the Commission shall elect a Chair and Vice-Chair from among its members. Officers shall not be eligible to serve in the same capacity for more than two consecutive years. A quorum of the Commission for the purpose of transacting business shall be five members. Each member of the Commission shall be entitled to one vote on any matter duly before the body.
