Once at least five members have been appointed to the Board, the Board shall meet and elect a Chair and a Vice Chair and, thereafter, hold annual reelections for these positions, or sooner if required by vacancy. The Board shall, in addition, adopt such rules and procedures as are necessary for the conduct of business and provide a copy of the rules to the Department and to the Council.
