The commissioned or authorized chaplains or counselors shall have the right to use the Pierce County Sheriff's equipment and vehicles as deemed necessary by the Department. The chaplains or counselors shall serve without pay for the period as determined by the Sheriff and shall not be deemed to be agents or employees of Pierce County, but are volunteers who are authorized to use Pierce County vehicles, equipment and uniforms as is deemed necessary by the Sheriff.
