Parking lots used for purposes of people living in their vehicles without an effective Memorandum of Understanding under this Chapter are not a permitted use and subject to standard enforcement measures pursuant to Pierce County Code. Safe Parking sites with an effective Memorandum of Understanding are subject to the following:

A. Duty to Comply. It is the duty of every Safe Parking Host and property owner to comply with the requirements of this Chapter and their site’s Memorandum of Understanding, exercise due diligence, and limit the operations of their Safe Parking site as necessary to comply with all pertinent agreements and regulations.

B. Termination of Memorandum of Understanding. Pierce County Human Services may terminate a Memorandum of Understanding for failure to comply with the requirements of the Safe Parking site or when the parking lot has not been utilized for Safe Parking in the past 12 months. Except in cases of immediate risk to public health, safety, and welfare, the Safe Parking Host and property owner shall be provided a written warning specifying a deadline to resolve such issues before termination in accordance with the terms of the Memorandum of Understanding.
