A. Section 107.2, Notices and Orders, of the International Property Maintenance Code shall be amended by adding the following items 7 and 8:

7. The notice shall also include a statement regarding owner and occupant responsibilities to maintain the property in accordance with the requirements of the International Property Maintenance Code.

8. Notice or orders to board structures shall also require adherence to a property maintenance plan during any period in which a structure is boarded or under order to be boarded.

B. Section 110.1, General, of the International Property Maintenance Code shall be amended to read as follows:

The code official shall order the owner or owner's authorized agent of any premises upon which is located any structure, which in the code official or owner's authorized agent's judgment after review is so deteriorated or dilapidated or has become so out of repair as to be dangerous, unsafe, insanitary or otherwise unfit for human habitation or occupancy, and such that it is unreasonable to repair the structure, to demolish and remove such structure; or if such structure is capable of being made safe by repairs, to repair and make safe and sanitary, or to board up and hold for future repair or to demolish and remove at the owner's option; or where there has been a cessation of normal construction of any structure for a period of more than two years, the code official shall order the owner or owner's authorized agent to demolish and remove such structure, or board up until future repair. Boarding the building up for future repair shall not extend beyond one year, unless approved by the building official. The owner or owner's authorized agent of any premises upon which a structure is located that has been boarded up for future repair shall be required to comply with a property maintenance plan during the full period of time that the structure is boarded.

C. Sections 302.1, Sanitation, 302.2, Grading and Drainage, 302.5, Rodent Harborage, and 302.8, Motor Vehicles, of the International Property Maintenance Code are deleted.

D. Section 302.4 of the International Property Maintenance Code shall be amended as follows:

Lots shall be maintained free of grass, weed, and other plant growth in excess of 24 inches in length within 100 feet of all structures on-site; provided, that lots on which a structure is located that has been boarded in accordance with the International Property Maintenance Code shall be maintained free of grass, weed, and other plant growth in excess of 12 inches in length within 200 feet of all structures on-site. Trees, maintained shrubbery, and other maintained ornamental landscaping shall be exempt.

E. Section 303, Swimming Pools, Spas and Hot Tubs, is deleted in its entirety.

F. Sections 304.2, Protective Treatments, 304.14, Insect Screens, and 304.18.1, Doors, are deleted.

G. Section 305, Interior Structure, is deleted in its entirety.

H. Section 308, Rubbish and Garbage, is deleted in its entirety.
