The purpose of this Chapter is to establish provisions and procedures applicable to protests of sewer assessments in connection with Pierce County Utility Local improvement Districts (hereinafter ULID's). The authority for such rules and regulations is contained in RCW 36.94.250 and 36.94.260. The intent of the County Council (hereinafter Council) is to delegate its authority to hold such assessment protest hearings to the Office of the Pierce County Hearing Examiner (hereinafter Examiner).
