Taxes, fees, and surcharges imposed on Departmental sewer services or billings by the State of Washington or any municipality shall be passed on to the customers of the public sewer system as additional levies above and beyond the Department's established rates and charges for service. These taxes, fees, and surcharges will appear as a separate line item on the customer's billing statement. These taxes, fees, and surcharges will not require additional action or approval by the Council.
