Information and data on a user obtained from reports, surveys, wastewater discharge permit applications, wastewater discharge permits, and monitoring programs, and from County inspection and sampling activities, shall be available without restriction, under the provisions of Chapter 42.56 RCW.

Wastewater constituents and characteristics and other "effluent data" as defined by 40 CFR 2.302 will not be recognized as confidential information. Neither shall the name and address of the applicant, the description of the proposal, the description of the project's environmental impacts as provided in the State Environmental Policy Act, or the description of the quantity and characteristics of the effluent be allowed to be kept confidential in accordance with WAC 173-216-080. This information shall be available to the public under the provisions of Chapter 42.56 RCW.
