Any user operating under a wastewater discharge permit incorporating equivalent mass or concentration limits shall notify the Manager within two business days after the user has a reasonable basis to know that the production level will significantly change within the next calendar month. Any user not providing a notice of such anticipated change may be required to comply with the existing limits contained in its wastewater discharge permit.
