These Regulations set forth uniform requirements for users of the Publicly Owned Treatment Works (POTW) for Pierce County (County) and enable the County to comply with all applicable State and federal laws, including the Clean Water Act (33 USC 1251 et seq.) and the General Pretreatment Regulations (40 CFR Part 403). The objectives of these Regulations are:

A. to prevent the introduction of pollutants into the POTW that will interfere with the operation of, or cause damage to, the POTW;

B. to prevent the introduction of pollutants into the POTW that will pass through the POTW inadequately treated into receiving waters or will otherwise be incompatible with the POTW;

C. to ensure that the quality of the wastewater treatment plant biosolids is maintained at a level which allows its utilization in compliance with applicable statutes and regulations;

D. to protect the general public, and to protect POTW personnel who may be affected by wastewater, solids, and biosolids in the course of their employment;

E. to improve the opportunity to recycle and reclaim wastewater and biosolids from the POTW;

These Regulations shall apply to all users of the POTW. The Industrial Pretreatment Regulations authorize the issuance of wastewater discharge permits; authorize monitoring, compliance, and enforcement activities; establish administrative review procedures; authorize requirements for users to monitor and report; and provide for the setting of fees for the equitable distribution of costs resulting from the program established herein.
