To encourage and retain economic development in Pierce County, commercial properties connecting to the public sewer system or increasing their usage after September 1, 2020 shall constitute a separate uniform class for the levying of connection charges. The owner or tenant of such a property who would otherwise pay connection charges calculated under PCC 13.04.080 and 13.04.085 in full by the date specified in PCC 13.04.070 A. may instead choose to pay a monthly usage charge calculated under PCC 13.04.085 E. The monthly usage charge will be added to the commercial property's monthly service charge bill under PCC 13.13.030, and must be paid as provided under PCC 13.13.040. Payment of monthly usage charges does not purchase capacity rights or associate any permanent capacity rights with the commercial property. A commercial property owner or tenant may still obtain permanent capacity rights by paying the full connection charges described by and in the manner required by PCC 13.04.070. Payment of monthly usage charges does not include any costs associated with a latecomers charge. Commercial properties paying monthly connection charges must still pay in full latecomers charges calculated pursuant to PCC 13.04.070 B.8., less the capital costs associated with County participation in such applicant-funded public sewer facilities.
