"Adopt-A-Road Agreement" means a contractual agreement between Pierce County and a volunteer organization that delineates the obligations and responsibilities of both parties.

"Department" means the Pierce County Department of Planning and Public Works.

"Director" means the Director of Planning and Public Works, or the director's designee.

"Solid Waste Division" means the Solid Waste Division of the Department of Planning and Public Works, or successor organization, responsible for solid waste management planning pursuant to Chapter 70.95 RCW.

"Volunteer organization" means any organization empowered by law to enter into contractual agreements which volunteers to participate in the Adopt-A-Road Litter Control Program.
