The purpose of this Chapter is to encourage the development of broadband service in areas of the County designated as Broadband Development Districts where broadband service is not currently available or is limited. This includes unserved areas, where internet service is either not available at all or is limited to dial up and satellite internet service. It also includes underserved areas where internet service is available by other means, but at speeds less than the Federal Communications Commission (FCC) and Washington State required minimums of 3 megabits per second (Mbps) upload and 25 Mbps download. The implementation of these incentives recognizes the public benefit that broadband service can contribute to the economic development and quality of life for local communities and businesses within underserved and unserved areas. This Chapter is intended to cite the incentives available that are designed to encourage development of broadband service within Broadband Development Districts. To be eligible for incentives under this Chapter, applicants shall be a participant in the Affordable Connectivity Program.
