Unless otherwise provided in the franchise, any transaction which results in any change of the ownership or in any manner the working control of the Grantee, of the ownership or working control of a franchise, of the ownership or working control of affiliated entities having ownership or working control of the Grantee or of a Cable Television System, or of control of the capacity or bandwidth or any part of the transmission capacity of the Grantee's Cable Television System, Facilities or any parts thereof, all defined as 5 percent or more ownership or control, shall be considered an assignment or transfer requiring County approval hereunder. Transactions between wholly owned subsidiaries or affiliated entities are exempt from County approval.
