Except as otherwise provided herein, any Telecommunications Carrier who desires to construct, install, operate, maintain, or otherwise locate Telecommunications Facilities in rights-of-way shall first obtain a franchise granting the use of such rights-of-way from the County pursuant to this Chapter and Chapter 36.55 RCW and pay all the fees as provided herein.
