In the event of an emergency or an emergency repair, a utility may commence such repair and emergency response work as required under the circumstances, provided the utility shall notify the County Engineer or designee as promptly as possible, in accordance with the "Manual on Accommodating Utilities in Pierce County Rights-of-Way."
